Exercise of authority does not ensure productivity. Productivity is enhanced if each employee skill level is assessed properly and is trained to bridge the skill gap. Imposition does not work all time. Reasons for non-performance are too many. Lack of control mechanism does lead to problems but it can be corrected easily by making employee accountable for his voluntary actions.
